The Northwest Ordinance was affirmed by United States Congress on August7,1789.The Norhtwest Territory was created on July13,1787 south of the Great Lakes,north and west of the Ohio River,and east of the Mississippi River.Ohio became the first state to form in the Northwest Territory on March1,1803.
